		<description>a true meritocracy would be the best. it is a difficult task but not an impossible one. of course quota system may yield a better % right now but how long can we hide behind that system? i agree that the meritocracy now is not the real meritocracy. but it doesn&#039;t mean we hv an excuse to run back to the older and safer system. we should strive for a better meritocracy. it can happen but seems like we have hurdles to get passed first.</description>
