Meritrocracy or Quota

Meritrocracy will not happen in a country where even Judges can ‘buy’ their seat. I would say 10 % of everything ( scholarships,uni intake,poli intake,public service intake etc ) is good enough compared to 100% of nothing!
What you guys think? Want to join me in the dystopia that we are in now, or stay in imaginary Utopia.
Remember, Quota is our NEP ( New Economic Policy ) , Meritrocracy is ‘their” NEP ( Never Ending Policy ).

a true meritocracy would be the best. it is a difficult task but not an impossible one. of course quota system may yield a better % right now but how long can we hide behind that system? i agree that the meritocracy now is not the real meritocracy. but it doesn’t mean we hv an excuse to run back to the older and safer system. we should strive for a better meritocracy. it can happen but seems like we have hurdles to get passed first.
